Yes, in forest you can pass a river with the black line around.
Like you can pass a marsh with that line also. Like you can pass an impassable cliff, and a high fence or wall...

Those are indicators of high and difficulty and not indicators of forbidden to pass or not.
Only when you have a purple line our out of bound symbol you can+t pass through.]]></description>
