from IOF Council minutes:
"17.3. Preparation for future rules changes

LH had been informed by RC/FOC that they were preparing a rule change regarding the opportunity for removing the split time for a leg, or part of the course, to allow juries more flexibility in dealing with extraordinary situations at some events. LH asked Council members to consult about this issue and consider consequences prior to a Council decision. LH also introduced the idea of whether it may be appropriate to introduce alternatives to disqualifications, e.g. time penalties, in the future rules. "

There is one solution which has been alluded to, but never seriously considered:

Have an option to void single legs: This has been allowed for very low-key events around Oslo (OBIK races) for about a decade now, and it has only been needed a couple of times afair.

The key is that as long as all competitors know about it, there is no reason to give up your race even if a control seems to be misplaced or the map might be wrong/bad/misleading depending upon the direction you come from. I do realize that it would be very easy to fall into the trap of always having people complain about any control where they lost significant time, leading to severe delays before official results could be posted, but it would at least give the local jury one additional option.

I think the best solution would be to give a time penalty, say1 minute, to those who crossed the olive green. That would be fair to those who did see it and ran around.
